Supplier has to create E-way bill. If you are a buyer then supplier has to generate E-way bill.

In case if supplier is not registered under GST, then buyer has to generate E-way bill.

Now about limits, Rs. 50,000 is the limit fixed for requirement of E-way bill.

However for inward supplies as of now different states have different rules. For instance in Karnataka we have to generate E-way bill regardless of interstate purchase or sell value.

As far as central law is concerned the limit is Rs. 50,000.
