There is no rule to sale to unregistered person.

You can sell any amount of goods to unregistered person.

How do you buy goods online for personal purpose? Do you give GSTIN, answer is no.

There is nothing written in law that prevents anyone from selling to unregistered person.

However you need to follow income tax provisions. GST requires nothing. Income tax act has rules for this.
