Im a delhi based register seller.. can i sale goods to unregistered resellar.. who sale in other state.. means.. register seller can sale good to unregister buyer in interstate sale

Yes you can sell to unregistered buyer in interstate sale.

Purpose of GST is not a step to become dictator. It is just a method to collect tax.

If trading between registered and unregistered is stopped, I think most of the businesses will shut the shop.

Unregistered person cannot sell outside state without registration.
