GSTN portal has released the offline utility to file form GSTR-1, is there any similar utility for filing form GSTR-3B?

Form GSTR-3B is really simple to file and do not think we really need an offline utility for that.
As of now there is no utility available for filing form GSTR-3B, however the form is available on GST portal after login.
