Is gst to be charged on local cartage paid on behalf of the buyer for sending the goods to transport ie other than the fright charged by the transporter to be paid by the buyer at the time of taking delivery from the transport and if yes at what rate?

Yes as per valuation rules and provision of valuation under CGST. The amount which is incurred in supply should be included in value of goods.

Need to charge GST at the same rate applicable to item you are supplying.
