I had submitted challan for NEFT payment of GST to Bank of India on 20/11 .Surprisingly, the bank did not transfer the amount yesterday and I could not file the return. Who will bear the cost?

How the Govt. can be made aware about it and its repurcussion.

At what time you submitted the challan?

Normally NEFT closes after 8. You should ask bank to correct the mistake.

Never risk the payment at last through NEFT.

Government is not bothered about this as issue is between you and bank.

Even bank will take responsibility. However you can lodge complain in consumer court for damage caused if things were on time at your end.
