Kindly advise me whether insurance charges should be added in the invoice prior to calculation of gst or after gst.

Also local delivery charges added in the invoice to be taxed or not

A reference to valuation provisions in CGST act and rules thereto makes it clear that GST has to be charged on all expenses incurred to make the supply.

Insurance, packing charges, transport charges or any other expenses incurred to make supply possible has to be shown in invoice either separately as a line item or cost can be clubbed with cost of products supplies.

You have to charge GST at the rate applicable to your products due to mixed supply concept.
