I want to ask you that is there any liability of GST if supplier and recipient  both are unregistered ?

If both are unregistered then there is no liability subject to both are not liable to register.

Is there any scope of tax evasion under rcm in gst ?

No there is no scope. You will get caught from multiple sources. Do you file Income tax returns? If yes, your P&L account will be matched with GST returns filed. Any expense liable to reverse charge can be tracked from there. This checking will be done by computers so chances of you escaping is very low.

Can any transaction between the unregistered supplier and unregistered recipient be come into the knowledge of GST authority . if yes , then how ?

No, directly it cannot except if any inspection is carried out. However transactions will escape from authorities only if the full supply chain is between unregistered person. Even if at a single point a registered supplier is involved it will come to light of GST authority. GST authorities will have sell and purchase details of every unregistered person.

What are the new amendments of gst in this month ?

New amendment this month was regarding RCM deferred till March, 2018 on purchase from unregistered person by registered person.
