Whether billing to merchant exporter(third party export) attracts GST or do we have invoice them under for billing without GST
Exports are zero rated, so effectively there will be not GST impact. However procedure for export is made little complicated under GST (though claimed to be simple, anyhow it is still better than was under excise).
You can export goods by paying IGST and claim refund or export under bond or LUT.
