GST late fees for zero returns

sir, have registered gst on 7/9/2017, and i havent file any return because i tougt of starting a business. latter on i cannot start a business and i kept my gst open just like that. i have no business and no sales or anyting and the filing fees in my gst portal shows 000(zero). so, i thought i dont have to pay any money and then while i approach texation office to close my gst the officer asked me to pay the late fines. so what would b emy late fines now and do i have to pay anyting other than that? mt registration date is, 7/972017.
