Whether you sale to a registered person or unregistered person, if end product is taxable you need to charge GST on your sales.
I do not understand why public is so confused. GST is an indirect tax and finally burden is on end consumer.
GST has to be charged in any case unless specifically exempted under law. In your case, you need to charge GST.
