How do you bill to your customer. If you buy in ltrs, then you must be selling in ltrs.
Use LTR which is correct one in business sense and for reporting purpose.
Government needs HSN wise summary of products with UOM to calculate consumption of a particular item in India and accordingly can plan the imports and other matters.
