No you can issue invoice using same bill book.
In normal bill book we have product column, HSN/SAC, qty, rates UOM etc., even for service providers these columns are required, so it does not make good sense to use bill books for services and goods.
As long as you are issuing GST compliant invoices, it does not make sense to use 2 different bill books.
