Job Work if we supply partial raw material

I am a Registered Dealer in Karnataka. I purchase custom made paper packaging from a Tamilnadu manufacturer. The product consists of various raw material. To get my desired quality and finishing, I will be supplying the printed paper part from Karnataka.

My Query is, will this be classified as Job Work ?. Or Alternatively should i raise an invoice to my supplier in Tamilnadu while i ship the partial raw material to him, and he will add this cost to his invoice while he ships me the final product. Please advice since I am under the impression the job work involves more compliance reports
