Hi 

I m an unregistered dealer,  and i have to purchase goods from a registered one,  who is from other then my state, against my license and PAN. Supplier has no problem to send me goods(medicine) with invoice,  not more than Rs 50,000.00 

Is it all right?? 

If yes,  then why transporter (including railway) denied to transport goods. 

Is there any rule regarding this?  What should we do to sort this problem.

I see no issue in this particular transaction. Check with railways what makes them stop your transaction.

You are legally allowed to purchase from any state with or without GST number.

Issue may be with type of products. Check whether railway is allowed to transport products you have purchased.
