Tax invoice is issued when goods/services are supplied.

Cash memo or receipt voucher is given when money is received in advance.

Under GST, tax is chargeable whenever goods are supplied or money is received (whichever is earlier).

GST is payable on advance receipts also and under that case you need to issue receipt voucher.
