LPG used for Domestic use is supplied by both Govt. Oil Marketing companies and by Parallel Marketeers in the Private Sector. But the tax structure is different.

The Govt Oil Mktg companies charge 5% while the private sector has to collect 18%. Here it is the customer who uses the product has to shell out more tax if he buys from a private supplier.

Can a Government charge GST based on supplier, rather than charge on the basis of product supplied?
